Flagging and Traffic Control Services

Overhead to Underground Conversion - Area 3

RFP-16080

Electric Power Board Chattanooga (EPB) is seeking proposals from qualified electrical contractors to provide full turnkey services for converting approximately (1.5) miles of overhead electric power lines to underground infrastructure. The selected contractor will be responsible for managing and scheduling all work, coordinating flagging operations, maintaining active 1-call notifications, and working closely with EPB on material pulls, customer outages, and conflict resolution. This project is supported by a Department of Energy GRIP grant, and all labor must comply with Davis-Bacon wage requirements. The goal is to enhance grid resilience and reliability through strategic undergrounding efforts.

Video Encoder Replacement

RFP-16064

Electric Power Board Chattanooga (EPB) is requesting proposals to replace its current video encoder platform, which provides encoding for approximately 500 channels. EPB plans to migrate to the new encoding platform in two phases, replacing roughly half of the platform in Fiscal Year 2026 (ending June 30, 2026), and the second half in Fiscal Year 2027 (ending June 30, 2027).

The objective of this RFP is to evaluate distinct solutions across three categories: (1) high-density encoders supporting lower resolutions (720p60/1080p30), (2) lower-density encoders supporting higher resolution (1080p60), and (3) encoders capable of ultra-HD encoding (2160p60). Specify how many channels per profile can be encoded on a single encoder.
