EPB is seeking proposals from qualified electrical contractors to provide full turnkey services for converting approximately (6) miles of overhead electric power lines to underground infrastructure. The selected contractor will be responsible for managing and scheduling all work, coordinating flagging operations, maintaining active 1-call notifications, and working closely with EPB on material pulls, customer outages, and conflict resolution. This project is supported by a Department of Energy GRIP grant, and all labor must comply with Davis-Bacon wage requirements. This procurement covers a five-year (60-month) term and requires vendors to submit a purchase option and two lease options: a Fair Market Value (FMV) lease and a $1 Buyout lease. EPB requires a unified storage solution capable of meeting defined capacity thresholds at each site, supporting Fibre Channel (FC) connectivity, and providing bidirectional replication between DC2 and each of the two satellite sites. Critically, the proposed solution must be compatible with EPB's existing Hitachi WORM (Write Once Read Many) configuration currently in production.

The purpose of this Request for Proposals is to solicit proposals, including pricing, for the design, procurement, construction, and commissioning of a solar photovoltaic (PV) generation system for consideration by EPB. EPB seeks proposals for a turnkey solar PV generation system with an AC output rating of up to 4 MW (AC) to be developed on an approximately 22 acre parcel located within the Three Gorges Farms subdivision in Soddy Daisy, Tennessee, for which EPB has secured site rights. The solar PV generation system will be owned and operated by EPB to support cost effective power production for EPB’s electric system and to enhance resiliency through support of microgrids serving remote portions of the system. An Energy Storage System with an approximate rating of 4 MW / 8 MWh of battery power will be installed at the same site by others and will interconnect separately from the solar PV generation system.
